KuCoin Ends All Services for Users in Russia and Belarus

By MABOnChain Desk · Published · Updated · 3 min read

Editorial digital-art illustration in the CoinTelegraph style: a large modern cryptocurrency exchange building with glowing trading screens going dark behind a closed metal gate, traders in silhouette walking away carrying suitcases toward a glowing exit arrow, faint gold map outlines on a dark wall, deep navy night palette with gold and teal highlights, cinematic painterly lighting, dramatic 16:9 composition, no text, no logos, no identifiable person.

Published October 29, 2026, 7:10 PM PKT. Based on KuCoin's official notice dated October 29, 2026, and CoinLab, ForkLog and Cointelegraph Russian edition reporting published October 29, 2026 (primary and secondary sources below).

KuCoin will discontinue services for users in Russia and Belarus effective immediately, the exchange said in an official notice dated October 29, 2026. The shutdown covers access to all KuCoin products, services and features, KuCoin said, and the exchange cited applicable legal and regulatory requirements without naming a specific law, regulation or authority behind the decision. Affected users will receive individual notifications with deadlines and instructions for closing positions and withdrawing assets, and KuCoin said it is committed to an orderly termination process. Users who have not received such a notice do not need to act yet, the notice said, and their accounts remain subject to KuCoin's Terms of Use and existing restrictions.

The notice: immediate end, individual deadlines

The wording matters for anyone holding funds on the exchange. KuCoin did not set one public deadline for all affected users. Instead, according to ForkLog as reported by CoinLab, there is no single withdrawal deadline, and each affected client will get an individual notice with timeframes for closing positions and withdrawing assets. Cointelegraph's Russian edition reported that existing account restrictions stay in place, so users who were already restricted should not expect the exit notice to change their status. KuCoin's own notice says the same in plainer terms: if your account is affected, you will receive a notification with the relevant deadlines and instructions, and if you have not received one, no action is required.

KuCoin framed the move as a compliance decision, writing that compliance has always been fundamental to its operations and that the discontinuation follows applicable legal and regulatory requirements. The notice gives no user count, no asset total, and no timetable beyond the individual notices, so the scale of the exit in users or funds cannot be stated from the announcement alone. What is confirmed is the scope: every product, service and feature, not a single market or a single country. Russia and Belarus are both covered in the same notice, with the same immediate effective date.

Third major exit in two weeks

KuCoin is the third major exchange to pull back from these markets in October 2026, and the pattern is now unmistakable. Bitget restricted users in Russia, Belarus and Kazakhstan on October 16, 2026, naming the three countries as prohibited jurisdictions, a move MABOnChain covered at the time. MEXC announced an exit from the same markets on October 20, 2026, according to CoinLab. HTX separately banned Russian users on October 24, 2026, adding Russia to its restricted jurisdictions list, also covered by MABOnChain. KuCoin's notice does not mention Kazakhstan, so its exit covers two of the three countries in Bitget's action, and it does not say whether its decision is coordinated with any other exchange.

The sequence also sits inside a wider compliance tightening that predates October. South Korea blocked 27 crypto websites including KuCoin and MEXC, and the exchanges have faced mounting pressure from regulators in multiple jurisdictions to restrict access by geography. KuCoin's notice does not link its decision to any one of those episodes, and no regulator has publicly claimed credit for it as of publication. The honest reading is narrower: several large exchanges, acting weeks apart, have each decided that serving users in Russia and Belarus is no longer compatible with their compliance obligations, and KuCoin is the latest and one of the largest to say so in a single notice.

What affected users should do

First, wait for KuCoin's own notification rather than acting on a forwarded message. The notice gives each affected user individual deadlines, so a deadline quoted by another user or on social media may not be yours. Second, use only official KuCoin channels for questions about account status, the exchange said, and contact KuCoin Customer Support directly. Third, treat any urgent withdrawal message that does not come through KuCoin's own channels as suspect: KuCoin warned users to stay vigilant against phishing attempts, and CoinLab noted that scammers often send fake urgent withdrawal messages around exactly this kind of announcement. Closing positions early, before a deadline arrives, is the safer course for anyone with leveraged or open orders, because the notice promises an orderly process but does not promise that trading will stay open until each individual deadline.

For the wider market, the immediate effect looks limited. CoinLab reported no visible effect on the broader market from the announcement, and Bitcoin held near $80,000 through the day's other headlines, including the Federal Reserve's rate hold and the European Central Bank's decision. The exit matters most to the users it directly affects and to the pattern it confirms: access to major international exchanges from Russia and Belarus is narrowing exchange by exchange, and each new notice leaves affected users with fewer large venues and a shorter list of places to move funds.

What is still unknown

Four questions remain open. One, the specific legal or regulatory requirement KuCoin is complying with, which the notice does not name. Two, the number of affected users and the value of assets they hold on KuCoin. Three, the actual deadlines, which will only appear in the individual notifications. Four, whether other major exchanges follow in the same window, and whether KuCoin extends the same treatment to Kazakhstan, as Bitget did. MABOnChain will update this story when KuCoin publishes a deadline, a user count, or a further notice, or when another major exchange announces a matching exit.
